Shall u buy MetiorShower? or wait for a quest that gives it? if there even is a quest with that reward?

It's really up to you, if you want to spend the skill point now to use it, or if you can wait to acquire it as a reward.

buy it, dont think a quest gives it as a reward, i'm sure i will be corrected if i'm wrong tho

i just recently made my way to the lion's arch, so in the case of the reward is out there, is it anytime soon? =)

no; there's a quest that gives meteor, but not meteor shower.

It's ok to buy a skill here and there once in awhile if it's a useful skill. If you aren't planning to change your secondary by the time you ascend you'll have like +15 skill points to spend still for skill captures.
